Stroud & District Homes Foundation has been established since 1982.
The Charity emerged through the commitment and vision of a small group of friends with a desire to create nurturing homes for Adults with learning disabilities where they could be supported by caring professionals to reach their individual potential in life. Read more in our history.
We actively engage with those we provide services to and their families to ensure the continued quality and effectiveness of our service provision.
Service users are encouraged and supported to pursue a varied and diverse range of opportunities to include paid work, voluntary work, college courses and social and leisure activities both at home and within the wider community.

Sabrina Elgharbawy
Registered Manager
With just over 10 years of experience in the care industry, Sabrina has rejoined the team as Registered Manager after progressing through various roles, enhancing skills and knowledge. Sabrina started off working with Stroud Homes as a Support Worker, then quickly advancing to Deputy Manager, having gained hands-on experience in team leadership and operations management.
Sabrina is passionate about the ethos and mission of Stroud Homes; Sabrina is deeply committed to motivating individuals to reach their full potential and making a positive impact on their lives. She takes great satisfaction in witnessing others flourish and experience happiness and enjoyment.
With a Level 5 qualification in Management and Leadership and currently working towards a Level 7 qualification, Sabrina blends practical expertise with strategic insight to oversee day-to-day operations, drive continuous improvement, and support both service users and staff. Dedicated to ensuring that everyone at Stroud Homes is treated with care and consideration, Sabrina strives to create a compassionate environment where both service users and staff can thrive
Sabrina remains committed to operational excellence and the long-term success of Stroud Homes, while ensuring the needs of service users are met and that staff feel motivated and valued.
Kate Creed
Finance & Administration Manager
Kate has worked in finance roles all her working life and since 2007 has worked in Management roles within charitable organisations dedicated to providing care and education for vulnerable adults (and children) with learning disabilities. Kate has an AAT level 4 diploma in accounting, as well as NVQ level 5 in Management and level 3 HR.
Kate believes that the benefits for service users should be at the centre of all decisions, and gains a great amount of personal satisfaction from using her skills and experience to benefit others and help to ensure a high quality of provision and opportunities.
Ian Salter
Chair of Trustees / CQC Nominated Individual
I have been involved with Stroud & District Homes for over 17 years and have been chair since 2018. I have been working with adults with learning disabilities for 41 years in a range of settings but predominantly with the provision of Residential and Supported Living.
I had my own award winning care organisation for 15 years. I have been actively involved with other charities in the area and also own a Gym in Swindon. I am used to liaising with Local authorities and have actively supported Stroud Homes to develop their service and reputation.
I live in Cheltenham and am the father of 2 grown up sons.
In my time with the organisation, I have seen it grow in size and Quality and I am very proud to be part of the leadership of such a caring and client centred charity.
James Bealing
Operations Manager
James has worked in the care sector for over 20 years, progressing quickly from care assistant to team leader and eventually deputy manager before joining Stroud & District Homes Foundation in 2007 as a Manager and dementia lead specialist. James worked for 10 years working for a large private care company where he was fortunate to work in four of their homes throughout the southwest, gaining skills and experience through his work with people in specialised dementia units, elderly infirm and the young people’s department. James has achieved level 3 & 4 NVQ qualifications in health and social care and more NVQ level 4 in management.
James loves the values and ethos of the company and is particularly committed to championing Service user rights and promoting their individuality and independence at every opportunity. James has always worked in and encouraged a holistic approach wherever possible.
Charlotte Cole
Supported Living Manager (Huddlestone & Sadlers)
Charlotte has worked for Stroud and District Homes Foundation since November 2021 and has over 10yrs experience of working in services for vulnerable people within the community, in both residential and supported living settings. Service user groups that Charlotte has worked with include vulnerable adults with learning disabilities and mental health.
Charlotte started her journey in health and social care as a support worker for Stroud and District Homes Foundation, and after leaving and gaining knowledge in other areas, was excited to be able to rejoin our team as a Deputy Manager.
Charlotte has an NVQ3 in health and social care, an NVQ5 in Leadership and Management and is working towards a CMI L7 in Strategic Management and Planning.
Charlotte is passionate in working with all the teams to ensure the service users are treated with dignity and respect with their lives being fulfilled.
Jeannette Ward
Supported Living Manager
With a robust background in addiction and trauma-informed services, Jeannette brings a wealth of experience and expertise to our team. Holding an Advanced Certificate in Person-Centred Counselling, a Post Graduate Diploma in Counselling and Psychotherapy from Bath Spa University, Jeannette is well-equipped to provide compassionate and effective care.
In addition to these qualifications, Jeannette has earned an NVQ4 in Health and Social Care and a NVQ, Level 5 Diploma in Business Leadership and Management from The City and Guilds Institute, London. Trained by Stephanie Covington in trauma-informed approaches, Jeannette is adept at integrating these practices into her work, ensuring a supportive and empathetic environment for all clients.
Throughout her career, Jeannette has demonstrated a commitment to excellence in health and social care management, with a particular focus on working with vulnerable populations. Her extensive knowledge of care standards, health and safety legislation, and NICE guidelines, combined with her strong leadership and motivational skills, make her a valuable asset to our organization.
Jeannette is dedicated to developing innovative programs that enhance the quality of care and support for vulnerable individuals, fostering a collaborative and supportive team environment.
Sherrie Barnes
Service Support Manager
Sherrie has worked in the care sector for almost 20 years and joined Stroud and District Homes Foundation in May 2021. Sherrie has previously worked in services for adults with learning disabilities in roles ranging from Support Worker to Office Manager.
Sherrie has an NVQ 2 in Health and Social Care and an NVQ3 in advanced Business Administration.
Sherrie is delighted to put her experience and skills to use working to enhance the lives of our service users and working within a charitable, committed and uniquely special organisation.
